We just discussed this in the meeting. In the lwdita DTDs, the dlhead 
element is not defined. But dlhead is defined in the main DITA DTDs. I 
think leaving this out this was an oversight on my part, because I don't 
think we ever discussed removing dlhead.

Therefore I will add dlhead to the lwdita DTDs. Unless someone informs 
me why I should not.
