Subject: Structural specialization reuse as domain: New proposal for DITA 1.3

Just to get this on the books - we still
need to work out the details to see if it would be feasible.
The goal would be to allow any structural
specialization (like task) to be reused in whole or in part as a domain
by another structural specialization.
For example, a troubleshooting topic
could reuse the <steps> part of <task> as a domain, allowing
<steps> markup to be reused without having to account for all the
other markup in <task>.
