That was actually the goal for DITA 1.2.
If you look at the DTD directory, the /base subdirectory has the DTDs for
a basic map document type and a basic topic document type, with the bare
minimum of domains. All other specializations (including concept, task,
and reference) are in separate modules. A vendor wanting to support base
DITA only, and specializations through fallthrough only, could look at
only that subdirectory. An author who only needs basic topic and map authoring
also only needs to look at that subdirectory.
The accompanying specification documents
were also written to reflect this modularization, in which all additional
specializations are described in separate modules from the base architecture
and topic types, but unfortunately we were forced by OASIS process at the
time to combine all the specification content into one deliverable, although
its TOC still reflects the modular design.
Our hope is that we can revisit that
process in DITA 1.3 and complete the implementation of the modular design.
The DITA 1.3 lightweight proposal goes
beyond the modularization in 1.2 by further modularizing elements of the
base architecture, so that adopters can optionally choose whether to include
conref or keyref, for example.

I don’t care how you make optional modules
available as long as they are very well separated from the main DITA 1.3
deliverables (documentation and grammar expressed in DTD or XML Schema
format with the corresponding catalog).
The main DITA 1.3 deliverables should include
the only basic pieces that let you author in DITA without using any specialization,
neither a custom one nor one supplied by the DITA TC.
