Mark gave the overview; the proposal addresses a need for the L
& T specialization to support a standardized approach enabling
storage of learning objects and learning groups as separate files
on a file system or repository. Currently, it only supports the
storage of the components within a learning object (such as a
learningOverview or learningContent) as separate files. It does
this by adding 2 new specialized elements to L&T,
'learningGroupMapRef' and 'learningGroupMap.' The proposal's gone
through Stage 1 and 2; Eliot and Scott suggested some small
changes which were incorporated into the design. There's now a
pluging and updated docs as well.
Mark; we actually use this method at SAP

3. NEW ITEM - discussion of general (i.e. not related to a single
specific proposal) 1.3 planning items, including
- working out how to generate contains/contained by tables
- deciding on packaging; what proposal item artifacts go in which
packages?
- generating ditaot plugins for building the arch. spec
- Eliot; the contains/contained by problem may be easier once we
have RNG rather than just DTDs to work from. I've been working on
that, and I'm close to having a transform that will create correct
DTDs and shell files from RNG source. I'm also working out what is
needed for the levek of the spec itself. Of my proposal work, I've
only got RNG and x-deliverable linking to do, and now I'm focusing
on RNG as more critical.
- Kris; that would help us a lot
- Don; so will we be generating the spec from RNG?
- Kris; no, we're not generating the spec from RNG, just the DTD
and XSD modules of the release; at least, I thought that's what we
were voting on by approving Eliot's RNG proposal.
- Robert; the problem was that we didn't want another separate
version besides DTD and XSD, but once the DTD and XSD sources can
be reliably generated, it (RNG) will become the normative version.
- Nancy; we'll need to record and vote on that
- Kris; we need to talk about the review process for 1.3; the
process for 1.2 was sooooo painful; Robert & I are hoping for
something better, but I have no ideas offhand. If there are useful
vendor-supplied or free tools o help it would be good for the
release.
- [Eliot noted that he'd used a free website-based tool - name
started with an 'A' - for his book; offered to find out the name
and pass it on.]
- Kris; our current agreement with Chet Ensign of OASIS is that if
OASIS tools don't meet out needs, we can go outside, as long as we
can archive the review comments in KAVI.
- Don; will the 1.3 version of spec be 1.3 conformant rather than
1.2?
- Kris; we certainly have to do that.
- Don; what stress does that put on the build tools?
- Kris; that could be a criteria for a review tool; how easy it is
for the tool to update the standard.

4. NEW ITEM - Stan had a request from the TechComm SC; some folks
would like an opportunity to discuss best practices for stage 3
proposals, for someone who's just getting started with stage 3
proposals.
- Kris suggested that she, Robert, and Eliot do a phone call? Stan
will work with them and the SC to set up a webex sometime next
week; the SC has some channels it can use.
Action Item: Stan will set up webex at convenient time for
discussion of best practices for Stage 3 proposals.

5. Closing:
Kris asked if anyone had thoughts about any other things we need
to do to get 1.3 out the door. She wants to focus on this next
week.

- Kris; next week we can go through all the OASIS process 'hoops'
and the timeline associated with them.
- Don; one hoop is getting implementors
- Kris; it's hard to get implementation statements until
