Good points:

  • This review is of the multimedia domain topics as they would be published in the DITA 2.0 spec.
  • If we publish a committee note with info about the multimedia domain -- as an extension to DITA 1.3, then the <fallback> element cannot be included. References about the <fallback> element will need to be filtered out.

I am wondering now ...

The original purpose of publishing an committee note about the multimedia domain was to ensure compatibility between DITA 1.3 and Lightweight DITA. I doubt that Lightweight DITA will be approved as a specification before DITA 2.0, so perhaps the committee note is not needed.
