Hi, The draft mentions RFC 5646 in section 7.6.1 (The @xml:lang attribute). It should mention BCP 47 instead, as that is the Best Current Practice (BCP) for the "Tags for Identifying Languages" specification from IETF. Although BCP 47 clearly states that language tags should be treated as case-insensitive, it also mentions that there are naming conventions for the distinct parts of a language tags.
