Here are the two formats for the Lightweight DITA spec:

Internal: https://www.oasis-open.org/apps/org/workgroup/dita-lightweight-dita/document.php?document_id=70571
Public: https://www.oasis-open.org/committees/document.php?document_id=70571

For the publicly-accessible URL, “apps/org/workgroup/dita-lightweight-dita” is replaced with “committees”. So if you see “apps/org/workgroup” in the URL, you know it won’t be accessible to the public.
