Sort of. Create a stylesheet customisation layer based off Norm's stylesheets, and override the generate-anchor function to use the question numbers instead. For example, take a look at http://www.freebsd.org/cgi/cvsweb.cgi/doc/share/sgml/freebsd.dsl and the code that starts <!-- Override generate-anchor ... for an example of how to do this.
