The titles (and xrefs for that matter) are handled by the gentext templates for localization of "Chapter" labels and such. The problem here is that it is not falling back to the two-character lang code like "en" when there isn't a specific file for a lang+country code like "en-US". It should. I've got a fix but I'd like to check it out with Norm before I check it in to make sure I'm fixing it in the right place in the templates.
