The XML Exchange Table Model (OASIS TM 9901:1999) was published on 29 Sep 1999. It is an XML formulation of the Exchange Table Model (OASIS TR9503:1995) which was motivated by the "TABLE INTEROPERABILITY: Issues for the CALS Table Model" OASIS technical research paper 9501:1995. I'm not online so I can't give pointers, but all those documents should be available on the OASIS website.
