Indeed, <graphic> is the culprit in the XSL stylesheets. It outputs <p> regardless of its parent. Oddly enough, inlinegraphic is not even a valid choice according to the 4.1.2 DTD. The inlineequation content model is: (alt?, (graphic+|inlinemediaobject+)) So either the stylesheet should check its parent, or the DTD should permit inlinegraphic.
