I wasn't clear if the request was to turn off just the rule lines or the entire header or footer. Thomas' answer shows you how to use the sequence parameter to turn off the rule. The same header.table or footer.table template can be used to turn off the entire header or footer for certain conditions. If you look at the bottom of the header.table template, you will find a xsl:choose statement that provides an opportunity to output the candidate table or not. If you want to suppress the header on certain page classes or sequences, you can add xsl:when statements for additional cases. That can be used to suppress the entire header table, including its content and rule.
