Actually, that message is indicating that you are using xref to a listitem in a list *other than* an orderedlist. The generated text for an orderedlist/listitem is the item number. But what should the generated text be for an itemizedlist/listitem? A bullet? You are right that the error message should be improved. It should identify the linkend that is having the problem. If you wouldn't mind, could you file a feature request so it gets tracked?
