There is no stylesheet parameter for this, but you can customize the template that handles the numbering. It starts with this line in fo/footnote.xsl: <xsl:template match="footnote" mode="footnote.number"> You need to edit this instance of xsl:number: <xsl:number level="any" from="chapter|appendix|preface|article|refentry|bibliography" count="footnote[not(@label)][not(ancestor::table) and not(ancestor::informaltable)] ... Just delete the from="..." attribute, and then it will count from the start of the document.
