Yes, that is a bug in the epub stylesheet.

In line 1275 of epub/docbook.xsl where is a priority without a
match.

As far as I know these stylesheets are still XSLT 1.0 based.

I forgot I'd been looking at the XSLT 2.1 draft. Try http://www.w3.org/TR/xslt20/#defining-templates
