You will need to customize a couple of templates for this. For
the first chapter, use the 'initial.page.number' template described
here:
It can be customized to add an xsl:when to test for the first
chapter, and give it an 'auto-odd' value.
But the preface must also be forced to end on an even page
(auto-odd does not insert blank pages, it just skips to the next odd number for
the current page). You will need to customize the template named
'force.page.count' described here:
The original templates can be found in
fo/pagesetup.xsl.
