ISTC action item

Hi,
I had an action item to check out the request to add "istc" to the enumeration of 
class attribute values for biblioid.  This is legit, as the International Standard 
Text Code (ISTC) is a new ISO standard (2009) used to identify published text.  It 
adds a unique identifier to any published textual work.  It differs from ISBN in that 
different renderings of the same text content (hardcover, softcover, eBook, audio 
book) will carry the same ISTC number but should have different ISBN numbers.  So it 
is likely many works will have both numbers.
