Microsoft now prefers HTML Help over WinHelp. You can get HTML Help by using XSL stylesheets (look at directory docbook/contrib/htmlhelp/) and HTML Help Workshop which is free software from MS. Stylesheets generate set of HTML files and project file for HTML Help Workshop. Then you can use HH Workshop or provided line compiler to get CHM file. This file includes compressed HTML files, images, ToC, index (if you have used <indexterm> in your docs) and can be full-text searched. All of this is done automaticaly. Browser for CHM files is standard component of W98, W2000 and above and can be easily installed to older Windows. If you are not forced by another reason to usage of WinHelp, I recommend you to use HTML Help.
