Unless I'm misunderstanding what you're asking, I think the
content should just be the actual call number:

  <biblioid type="libraryofcongress">QA76.76.H94 H334 2003</biblioid>

Off the shelf, they support rendering of biblioid if it's in a
bibliography, but not if it's part of *info content (as far as I
know).

To have it displayed, I think you'd need to use the titlepage
customization mechanism to explicitly specify that you want it
rendered.
