Exactly, Chris.

There WAS an issue in that the soap schemas used a draft version of XML 
Schema, but the official schemas (and official schema location) for SOAP 
1.1 were updated a couple of months ago by the W3C XML Protocol (i.e., 
SOAP) working group.

It will be misleading, confusing, and just plain ugly :) to use anything 
other than xmlsoap.org URL's and URI's.
