There needs to be full tracking of all good in the container for risk 
assessment.  The UN does have a publication on this.  WCO, WTO and 
others all worked together to get some ideas down. 

There  are no implementations yet but the pain point is strong enough to 
ensure active interest.  The risk is that someone will explode a dirty 
nuclear bomb up the Thames.  There have been over 20 such plots, all of 
which were foiled in the making.  I shudder to think of the consequences 
of getting this wrong.

The UN is the correct agency for this work IMO.
