I strongly support this.  In the past, the TC has tried to ensure that ECF conforms to Global specifications, including the web services SIP.  Since the publication of the Services Specification Package guidelines, I have been assuming that the next major version of ECF would conform to it. In fact, retroactively writing a SSP as a minor version upgrade to ECF 4 should be fairly straightforward.

 

BTW, I proposed a related endeavor at the LegalXML Steering Committee meeting last week.  Specifically, I volunteered to write a manifesto proposing new LegalXML TCs that will consider the Global JRA specifications (including the SSP guidelines) and Technical Privacy Implementation Framework guidelines for refinement and approval as OASIS standards.  Before OASIS could consider them, though, we would need to gauge the interest of DOJ/Global in contributing the existing specifications and guidelines to OASIS and opening them up to review and comment by the OASIS membership, especially industry.  I was planning to contact the chairs of the Global Infrastructure Standards and Security Working Groups to get onto the agendas of their next meetings.  Do you have any better suggestions on who to work with in Global?

A possible project for the ECF TC to consider . . .

 

Develop service specifications that apply concepts of the Global Justice Reference Architecture (which itself employs concepts developed by the OASIS SOA Reference Model TC.)

 

Global has developed guidelines for identifying and designing services and guidelines for developing a Service Specification Package (SSP).  Details and relevant documents can be found on the Office of Justice Programs (OJP) website at http://www.it.ojp.gov/default.aspx?area=nationalInitiatives&page=1015.

 

E-filing SSPs would utilize the ECF 4 specification as well as the Web Services SIP.  I’m thinking the resulting “Reference SSPs” could be very useful to the courts community (including their vendors) in efforts to adopt and implement e-filing in a consistent and interoperable way.
