Subject: ECF TC members' access to the new GitHub repository


As indicated in a note from James Cabral, the TC GitHub repository requested by the TC [1] has been set up and is now available for your use:

The expectations (and rules) for use of this public GitHub repository are published online [2].

As per the request, Jim Cabral has been set up with direct write access ["Maintainer"] for the code repository (proper), but any of you wishing to contribute can do so using GitHub issues, pull requests, comments (conversations), and Wiki edits, as may be agreed within the TC for best practice collaborative work.   If any TC member needs direct write access to the code repository, please discuss your plans with the TC Chairs and others.  On balance, we feel that using someone in a "Maintainer" role works well for core commits to the code.

Thanks to Jim and all for leadership in moving forward with these enhancements to your ECF work project.
