I incorporated the normative rules you suggested into a new section “Element References” in  WD15.  We should discuss with the TC whether we need the informative guidance you also provided and where it would go in the specification.

During the May 23, 2017 work group conference call, I agreed to draft rules for ID/IDREF usage that extend NIEM NDR rules for ECF5.
