The number of votes that an organization
gets is completely orthogonal to the level, quality and
quantity of debate. I don't think that
the proposal is that the TCs be limited in their representation/participation.
Just the voting itself. The W3C seems
to do effectively limiting one vote to each organization.
Frankly, there are too many cases where
TC participation is stacked purely for the purposes of
voting. This can make achieving quorum
difficult, at times.
Quantity != Quality
