In 13.5.24 we don't cite a value type from those we define, although we probably should. Is that the issue?

That is I would say those elements don't specify a value type, although they use language like "continuous number range," "date data" 13.5.8 <form:date> which implies date type but doesn't require it, "time data" from 13.5.9 <form:time> which implies time value but doesn't require it, etc. 

I don't know how that has been treated in implementations.
