Aren't we presuming too much about what is made "hot" or "clickable" by a Consumer?

I think we are abusing the term "anchor" where it is the element that is the anchor, going back to HTML (where the term originates) and the fact that the anchor can be for either end of a hyperlink, or both ends, an origin and a destination.

It would be better to use a neutral term that indicates the content is presented as paragraph-content and is also treated as an XLink field by the consumer.  (I am not sure how far we should go about being more specific about this, since we should not prevent a client from treating this the same way a browser would if it were HTML.)
