What does a Committee Note Draft mean?
From process perspective it means that the TC has
voted to label it as a Committee Note Draft. That status makes it
eligible for sending out for public review, if we vote additionally to
do that. We can't send this out for public review until first approved
a CND, so in that sense the vote is prereq for getting broader feedback.
We can also iterate on CND's if we wish. The
parallel process, with ODF 1.2, saw us approve 7 Committee Specification
Drafts and send out for 3 public reviews.
