I wonder. I used to track this and the ODF Alliance did so on a more regular basis, but the transition of OpenOffice to Apache last year aborted the trajectory of such tracking, both for me and the ODF Alliance, the latter more because of issues unrelated to the transition.

? Not sure exactly what you mean but my guess is that this would be not a case study but close. The proposal is good, but the issue is getting the national (and more frequently sub-national) polities to come forth. Sometimes, despite the best actions and intentions, they lack the resources to do so.

Maybe. Sorry, I'm not being cynical. I'm being realistic. I'm quite eager to ask polities to do this but I'm also prepared to be disappointed.

I do think that w3C to pick up RDF support in ODF 1.2 is a winning idea :-)

I would like to act on Patrick's idea. It can also work in conjunction with any other proposal that we come up with. Do keep in mind that the proposal for promotion of the ODF is not just about marketing, though that is important, but really about engaging developers and their employers so that they can more efficiently develop for the ODF. Right now, the Apache ODF Toolkit project can help in that regard but not specifically. 

That said, it is not impossibly difficult to repurpose the to-do list that Don H. had created for the ODF Adoption TC as a task list for those finding ODF meritorious.
