That looks promising. I was not aware of the <rng:list> element. Does it determines the order? The color may be behind the lengths.
The offset coordinates may be negative and we need an optional third length for the blur radius.
Word writes e.g. {{fo:text-shadow="-0.177in 0.177in 0.0555in #8A93E4"}}.
