Notes from the ODF TC conference call follow below.

Patrick: On #5, this query:

returns two issues, ODF 1.4, new or open. Is that correct or have I

Patrick: Bibliography -Â (1) Set its outline level to 1.
Then it is captured by "Create From Headings".
Patrick: The entries under Bibliography are styled incorrectly.
Patrick: Should be the same style as under the references when listed as 
non-normative
Patrick: And that should be Bibliography 1
Patrick: all parts need the same formatting as in part 3. May have some 
direct formatting that needs to be removed.
Patrick: Remove blank lines between Bibliography heading and the listing 
of items
Patrick: The individual parts of the OpenDocument specification each 
defines its own set of normative references.
Patrick: Part 1 - deleted Scope but not the heading 2.1 -
Patrick: Delete Annex A Acknowledgements
Patrick: Scratch the deletion comment - see the link -
Patrick: part 2 - don't use direct formatting for blue
Patrick: on bibliography heading
Patrick: under heading, in part 2 and 3, use Bibliography Heading - see 
it under all styles easier to find for the Annex Headings. Needs outline 
level 1.
Patrick: And so bibliography1 is for items under the Bibliography 
Heading - \
Patrick: part 3, and remove empty lines
