Migrating issues to ODF-Next

Greetings!

I think I have migrated all the open/new issues from ODF 1.4 to 
ODF-Next, for any that remain for future work.

For better JIRA management in the future, I suggest the following:

1) NEVER use the affects field. We never issue corrections so this is 
pointless and confusing.

2) The Fix Version field is set by the TC when it accepts an issue, with 
a proposal, for a targeted release.

#2 should allow us to quickly summarize the status of a pending release 
with little confusion and allow us to end with 0 issues remaining 
(assuming we don't set any we can't reach).

Francis is going to miss the next couple of meetings but I'm reviewing 
the drafts while he is away for style consistency, etc.

PS: Wastewater COVID numbers are going up. Do be careful while on 
holiday and even day to day.

Variants have been breeding and vaccines/prior infections may help some, 
but not always a lot.
