The ODF TC agreed to open this issue and mark it to be resolved in ODF 1.5 (i.e. the version of ODF after ODF 1.4).

A comparison of the first and last paragraphs is attached. It is agreed that the first paragraph is sufficient on its own.

A minor typo needs to be corrected in the final sentence of the first paragraph: replace "certain character" withh "a specific character".
