Yes - SourceID is 20 bytes before converting it to some string that can be exchanged between partners.
On one of the early con-calls we all agreed to exchange our SourceID's as HEX strings. This is stated in section 1.8 of the interop scenario document as well.
Thus you see a 40-character string of hex characters.

I believe his source ID is specified in HEX. I made the same mistake reading Rob Philpott's source ID; they have specified the value in HEX (4 bits per digit), not B64 (6 bits per digit).
