Steering cttee reviewed and approved the recommendation referenced in the attachment referenced indirectly in the agenda

Bob, some background in response to your question (ASSEMBLY-6 discussion a couple of lines up): WS-BPEL processes can dynamically assign EPRs to partnerLinks - in this case the corresponding SCA reference carries the wiredByImpl="yes" and multiplicity="0..0" attributes - such references may also be promoted - so the resolution of ASSEMBLY-6 should take this scenario into account.
