Apologies, I've enabled line numbering.
I'm not too familiar with working with ODT files, I've had a few
issues with formatting.
Another observation. Currently
the JMS TC document TA appendix has a comment in each entry with a copy
of the normative statement from the JMS spec. This was very convenient
when building and reviewing the TAs, however I'm not sure that we should
have these statements copied into the Test Cases document, and I expect
this is not consistent with any other Test Case document. I believe
we should remove these statements from the comments.
Here's an updated proposal (with your
requested changes, but currently without the TA comments removed):

While we are doing this, we should fix
some RFC2119 related wording problems. These are now all in section
A.1:
There are no line numbers to use so...
Prerequisites: The prerequisites *may* be defined in terms of one or more
other test assertions that *must* be true.
Predicate: The meat of the assertion - something that *should evaluate*
to true or false for the given target. (We
missed this in the POJO document)
Prescription Level: Mandatory (for *MUST* requirements) or Preferred (for
*SHOULD* requirements) or Permitted (for *MAY* requirements).
Tags: Zero or more labels *that may* be attached to this test assertion
- these tags can be used to group sets of assertions.
Should changed to

Mike,
OK, I think actually I'd prefer to put the TA to TC mapping after the TAs,
so we have:
App A TA
App B Normative statement to TA mapping
App C TA to TC mapping
Here's another update with the mapping section moved to an appendix, and
subsections added in section 2:

Proposed resolution to BINDINGS-147, "Conformance Statement missing
for the Web Services Binding Assertions"
Please review and comment on these changes, I'd like at least some feedback
on this one before I got ahead and do the web services proposal.
Summary:
Include test assertions content in an appendix of the test cases document;
remove normative reference to TA document, update descriptive text to reference
the new appendix.
Detail:
Here's a modified version of the JMS test cases document with the proposed
changes:
Comments:
The resulting document has a section 3, "Cross Mapping of Test Assertions
to TestCases", but then the mapping from test assertions to normative
statements is in an appendix A.6 "Cross Mapping of Conformance Statements
to Test Assertions", which seems inconsistent to me, I would have
expected all cross-mappings to be in appendices. Also really I think that
appendix title should be "Cross Mapping of Normative Statements to
Test Assertions", they are not conformance statements.

Agreed. We can move Section 3 into Appendix A and move the Appendix
A into Appendix B ?

The testCases section has a subsection "Section 3" which I assume
refers to the SCA JMS Binding Specification Section 3.... in which
case the Test Cases section 2 should have additional subsections relating
to the SCA JMS Binding Specification Section 4, 5 and 6, as the TA Appendix
does.

At the risk of begging extra work, it seems like all these cross mapping
sections should have the mapped elements be cross-referenced in the document
to enable navigation...
