ISSUE-121 - Compilable artifacts for Java annotations and APIs

Issue 121 [1] is in the resolved state. The issue wants compliable code that can be made available to the spec community. The code is available in the SCA-J SVN repo [2] (and I've just updated it for ISSUE-1), so is there any reason this issue can't be closed?
