Here are two options for PE10
1. Add the following note after line 2512:  "SAML 2.0 schema defines the Reason attribute as string. This section defines the Reason attribute as anyURI. The schema is in error and should specify the Reason attribute as anyURI."

2. Do not change Core, but make the note in the errata document. This would be a better option we actually publish the errata document (as opposed to redlining the normative documents)
