Well, one of the priomary reasons for errata in general is to clarify what could be multiple interpretations of the same text in a specification. Any implementation made prior to the clarification could have taken one of the other interpretations and would have to change to be compliant with the clarified version. So, I don't see how this definition is useful (unless it is trying to say you can't have any useful clarifications in the errata but just updates to the non-nomative portions of the spec -- which, in my opinion, would still be pretty useless).
