I think Patricks hit on something I've called a test plan? Agreed simplistically, a TA can map directly to a statement of requirements. I've run tests where a test requirement has resulted in tens of tests, if not more. The test matrix, as part of the test plan, provides the coverage Patrick mentions, insofar as it explictly maps any requirement to one or more tests (TA's or steps). This is not always necessary for simpler cases.
