I personally have tried (with satisfactory success when faced with the same sort of problem) replacing in the document Schemas all the imports with copies of the actual content of the other relevant Schemas. It's a lot of painstaking work (especially with the codelist Schemas) but I found it helps and you only have to do it once (until another release of UBL comes along when you have to do it again of course). Maybe someone can give a better solution. It's a pity your software or tools has problems with using the Schemas as they are. Perhaps that problem is a better one to try to solve.
