Adobe has a tool that may be a great candidate to look at for anyone contemplating UBL (or any other XML schema constrained language) use. The product is called Adobe Designer and it is part of our enterprise offering (LiveCycle). Designer allows someone to quickly build PDF eForms (documents) based on dragging an XML schema into the work palette. The resulting forms can direct their output to a web service or other location via common protocols. This offering integrates well with the other Livecycle offerings like Forms Manager (powered by an ebXML Registry) and Forms Server.
