It would typically be a department or local branch office. The BuyerParty would then be the central finance office, say. It might be that the responsibility for payment of invoices belongs then to the BuyerParty but that the budget is determined by the OriginatorParty. That might be a typical scenario. Analysis showed that just these two parties on the Buyer side of the transaction would cover perhaps '80%' of cases. The other '20%' should, in principle, be catered for with customisation of UBL. UBL went through several cycles of review, public included, and this was what came out at the end of it all. Plus it looks back at years of CBL/xCBL business knowledge which it happily inherits. It would be good to see more and more documentation of all of this as time goes on. It is notable that the existing documentation in the UBL definitions is a little minimalistic :-( Hopefully that will improve as resources permit. My guess is that it is a purposefully loose term intended to allow identifying anyone who is in some way responsible for registering or assembling the Order, e.g. a Purchaser or Procurement person.
