I agree with your statements .. however this 0-* has been there since UBL 2.0. And when I look at UBL 1.0 I also see 0-* there (OrderedItemIdentification on ReceiptLine)
because reducing the cardinalityis something that will break backwards compatibility that is also not something we can introduce in a future 2.* release.
So maybe we can add an extra explanation in the description for clarification.

How do the received/short/rejected/oversupply quantities apply to a case with multiple Items in this receipt line?
In a DespatchAdvice DespatchLine there is only one required Item. Sure it would make more sense for the receipt lines to match the despatch lines?
