Anne, Core components are designed to be syntax neutral/context neutral building blocks. BIE's - as defined in the CCTS - are context specific instantiations that form the basis for business exchanges. BIE's - like the CC's they are based on - are syntax independant. UBL is an syntax specific instantiation of Core components. The ubl library consists of a set of BIE's that are then expressed in XSD schemas. The UBL XSD naming and design rules optimize the expression of CCTS conformant BIEs in XSD. Insummary - CCTS defines the ebXML building blocks and UBL creates the ebXML CCTS conformant payload.
