2008 TC WORK SCHEDULE

   Setting basic 2008 targets so that we can begin constructing a
   timeline.  This will include both the 2.0 Update Package and
   UBL 2.1 scheduling.  (This item moved here from the Pacific
   call in hopes that TM and PLB can attend.)
