Publishing of 2.4 revealed that most of section 2.3.2 ties into VICS and CPFR, organizations that now seem to no longer exist. Links from the UBL specification to VICS and CPFR are dead.
Agreed at the June 23, 2021 TC meeting that the whole UBL prose specification needs a thorough review and overhaul: [https://lists.oasis-open.org/archives/ubl/202106/msg00021.html]
