Timeline

Required for the Peppol logistics project to have a Committee Specification of UBL 2.4 by 31 August. To meet this deadline, we will need to adhere to the following timeline:

- CSD02 draft will be reviewed during June 20/21 calls

- Voting meeting for CSD02: 27/28 June

The following issues from CSD01 comment resolution log have been implemented:

- PRD01-01: Add AccountingCost and AccountingCostCode to DespatchAdvice and DespatchLine. Additionally, AccountingCostCode added to both DespatchAdvice and to DespatchLine so as to be consistent with other uses of AccountingCost;

o Includes PRD01-06.

- PRD01-02: Add Status to Package;

- PRD01-03: Add additional information items at ReceiptAdvice header level as documented in ticket https://issues.oasis-open.org/browse/UBL-365, and update the documentation to show the ReceiptAdvice used as a DespatchAdvice response.

- PRD01-05: Add ProjectReference between OrderReference and AdditionalDocumentReference in Despatch Advice;

- PRD01-07: Change cardinality of TaxScheme to 0..1;

- PRD01-09: Receipt line has receipt date, but lack receipt time;

- PRD01-11: In BusinessInformation document type, move Note in between IssueTime and VersionID, and to move BriefDescription in between PreviousVersionID and RequestedPublicationDate.

Open issues

The following issues from CSD01 comment resolution log have not been implemented yet:

- PRD01-04: The EnvironmentalEmission in the Item ABIE is missing in CSD01;

o Can’t reproduce, see: https://docs.oasis-open.org/ubl/csd01-UBL-2.4/mod/summary/reports/All-UBL-2.4-Documents.html#Table-Item.Details

o Issue closed. Cannot reproduce.

- PRD01-08: Add an additional DamageDocumentationAttachment to the TransportHandlingUnit ABIE, and update the description of TransportationStatus to reflect that it covers bidirectional usage. Additionally, it has been discovered that the general documentation needs a review.

o DamageDocumentationAttachment has been added to TransportHandlingUnit.

o Missing updated description of TransportationStatus as well as new documentation.

Issues not making it into 2.4

- Denmark is working on new requirements for adding TCO calculations to UBL. This will not be prioritized for UBL 2.4

- New requirements for a Letter of Credit will not be prioritized for UBL 2.4.

- No input received from the PCSDS project

- No new requirements received for customs bonds

- No new requirements received from Peppol Logistics

- No requirements received for customs alignment with WCO requirements

- No requirements received from European EFTI, reporting transportation documents to authorities

Preparation of ISO submission

Submitting the specification to ISO:

- Option 1: Will ISO consider a submission in XML format? Ken will explore options.

o UBL is being considered for participation in a pilot project to allow submission in XML format

- Option 2: Will it be possible to convert from our current format to ISO Word template?

- Option 3: Work in OASIS Word template. Will OASIS TC Admin then convert to ISO Word template? Kenneth will contact TC Admin.

JSON/API Pilot project

Interested members met on February 15 to talk about a possible pilot project based on an optimized JSON format. Agreed that there is a market demand for a specific JSON format of the UBL library and catalogue, though the TC might not have sufficient resources to work on this now.

UBL Payments and Finance Subcommittee (PayFin)

Levine and Todd are working on update to the Payment Means Committee Note. New information to include:

- Payment initiation information (https://issues.oasis-open.org/browse/UBL-368)

- Expected new U.S. instant payment payments

- Other payment methods

TC Liaisons

CEN TCs 434 and 440

Agreed at the Copenhagen face-to-face meeting that the UBL TC is open to establish a formal liaison with CEN TC 434 to create a European or international standard for electronic invoicing, if there is an interest from the CEN TC.

OASIS has reported that there is an agreement on a way forward. The TC has agreed to appoint Wim Kok liaison officer to the CEN TC 434, and Peter Borresen as liaison officer to the CEN TC 440, as recorded here: https://lists.oasis-open.org/archives/ubl/202301/msg00017.html. The appointments have been communicated to OASIS.

ISO/IEC JTC 1/SC 32/WG 1

Decision to appoint Andrea as liaison representative between ISO/IEC JTC 1/SC 32 and the TC recorded here: https://lists.oasis-open.org/archives/ubl/202007/msg00014.html

Last year’s SC 32 meeting was held on June 2022. OASIS should have been following up with the SC 32 secretariat last year but still no progress. Jamie will follow up with SC 32.

ISO TC 323 (WG5)

Cecile is available to serve as liaison officer between ISO TC 323 (WG5) and the UBL TC for facilitating work on the PCDS, under the condition that there is no requirement to join ISO through a national SDO.

The TC has agreed to appoint Cecile Guasch as liaison officer to ISO TC 323, as recorded here: https://lists.oasis-open.org/archives/ubl/202302/msg00000.html. The appointments have been communicated to OASIS.

Subcommittee conference calls

- Organisational Master Data SC will be meeting biweekly on Wednesdays at 15:00 CET.

- Transportation Subcommittee is looking for a new weekly timeslot.

- Other subcommittees will be meeting on an as-required basis.

Face-to-face

Agreed at the March 14/15 calls to have a face-to-face meeting in Europe the week before the European Exchange Summit. Agreed dates: 26-29 September 2023.
