A ballot to approve UBL 2.4 as a Committee Specification closed October 17 and was approved with 10 out of 12 committee members voting in favor. 2 voting members did not vote.

Semantic library review

Review the UBL semantic library to identify document types and BIEs that can be deprecated as well as definitions that can be improved, either to fix errors, because they are redundant or no longer needed, or to enhance interoperability between implementations.

Workgroup participants: Entire TC (agreed to distribute the workload between subcommittees).

Update UBL publishing tools

Implement deprecation support in the UBL tools and publishing environment.

Ken will update https://github.com/oasis-tcs/ubl-codelists with the latest version of his tooling.

Update specification

Divide specification into multiple parts. Aim is to create a multipart specification.

Kenneth will identify the normative parts of the prose specification and create a first draft.

UBL Transportation Subcommittee (TSC)

The TSC subcommittee has identified new elements that are required by Peppol Logistics and other implementers. Agreed that the TSC can start working these elements into preliminary data models for UBL 2.5.

Kenneth has created new experimental spreadsheets as well as Github branch for the TSC to work in.

Peter will call for a TSC meeting to start working on the data models.

TC Liaisons

CEN TCs 434 and 440

Agreed at the Copenhagen face-to-face meeting that the UBL TC is open to establish a formal liaison with CEN TC 434 to create a European or international standard for electronic invoicing, if there is an interest from the CEN TC.

OASIS has reported that there is an agreement on a way forward. The TC has agreed to appoint Wim Kok liaison officer to the CEN TC 434, and Peter Borresen as liaison officer to the CEN TC 440, as recorded here: https://lists.oasis-open.org/archives/ubl/202301/msg00017.html. The appointments have been communicated to OASIS.

ISO/IEC JTC 1/SC 32/WG 1

Decision to appoint Andrea as liaison representative between ISO/IEC JTC 1/SC 32 and the TC recorded here: https://lists.oasis-open.org/archives/ubl/202007/msg00014.html

Last year’s SC 32 meeting was held on June 2022. OASIS should have been following up with the SC 32 secretariat last year but still no progress. Jamie will follow up with SC 32.

ISO TC 323 (WG5)

Cecile is available to serve as liaison officer between ISO TC 323 (WG5) and the UBL TC for facilitating work on the PCDS, under the condition that there is no requirement to join ISO through a national SDO.

The TC has agreed to appoint Cecile Guasch as liaison officer to ISO TC 323, as recorded here: https://lists.oasis-open.org/archives/ubl/202302/msg00000.html. The appointments have been communicated to OASIS.
