repository.

Document Description:
Minor updates to address committee comments and issues:

  Abstract and Intro updated to reflect Greg Carpenter's recommendation
    to clarify scope of document.
  Sections 2.1.1.1 and 2.3.1.2 updated to include explicit links and 
    section numbers to referenced interop messages as a start to address
    issue 122 to include example messages from Tony Gullotta.
  For convenience, section 4 has been temporarily added as an experiment
    to explicitly contain the referenced interop messages. These are
    exact duplicates of the messages in the referenced docs and it will
    be up to the TC to decide if it is preferred to keep the duplicates
    in this or another section or to just leave the links. This is for
    consideration as part of issue 122.

There have been some other minor changes made to some of the text
descriptions, which were in a planned draft 5, but those changes have been
carried over to draft 6, but are not reflected in the highlighted changes.
They do not change anything substantive that has been under discussion and
the missing draft 5 can be provided if requested.
